Perry M. Johnson

Perry M. Johnson of Holt, Michigan, died peacefully on Sunday, December 25, 2022.  Born in 1931 in a log cabin in Rocky Rapids, Alberta, Canada, to Harl and Mary Johnson, he rose from humble beginnings to become an internationally recognized expert in the field of Corrections. He was a loving and devoted husband to Uyvonne, married for 71 years, and father to Kathleen, Stephen, Randall, Penny and Julayne.

Perry had a distinguished 35-year career with the State of Michigan, Department of Corrections.  He contributed in many positions from a counselor in the camp programs to the Warden of Jackson Prison and culminated in the State’s Director of Corrections (1972-1984).

Perry’s contributions extended well beyond Michigan’s borders.  He was the national representative for the Presidential Task Force on Law Enforcement prior to President Reagan’s first term.  And in 1977 he was the first recipient of the Award for distinguished Service to the State given at the annual National Governor’s Conference.  He has served on the Board of Directors of the American Correctional Association, and as President of that Association.  He helped develop standards for correctional institutions which have resulted in the upgrading of many of North American’s prisons. In 1985 he was a member of delegation to China for the exchange of information on criminal justice. His accomplishments were recognized by his peers in 1987 with the E.R. Cass Award, the highest honor in the profession.  Perry also received the Legacy Award from the Association of Women Executives in Corrections (AWEC) in 2017 for his efforts to promote and support women in the field. The Legacy Award is given to correctional administrators who have demonstrated support for the development of women in leadership roles in corrections.

After retiring, Perry and good friend and colleague Bill Kime, established a consulting firm Johnson, Kime and Associates and provided corrections consulting services in such interesting places as New South Wales, Poland, Israel, Canada and over 20 states in the United States.

Perry is the author of several books including: “Jackson: The Rise and Fall of the World’s Largest Walled Prison; a history and a memoir”; “Born in a Log Cabin”; and several textbooks on corrections management and training.

Perry Johnson received a BA (class of 1955) and Masters Degree from Michigan State University. He was an adjunct Criminal Justice professor at MSU.

Perry was an award-winning marksman, loved fishing, hunting, MSU football and spending time with the love of his life, Uyvonne, his children, grandchildren and great-grandchildren. He will be remembered for his sharp wit, infectious laughter, gentle guidance, and loving bear hugs.

Perry is survived by his wife, Uyvonne, and children Kathleen (Duncan) Lawrence, Stephen (Kristine) Johnson, Randall (Tamara Rambis) Johnson, Penny (Kurt) Shanks, Julayne (Timothy) Gensterblum. He is also survived by 13 grandchildren and 19 great-grandchildren.

Perry was a member of Holt United Methodist Church and served many years on the Pastor of Parish Committee.

I enjoyed the honor of serving with Perry when he was President of the American Correctional Association. His leadership embodied the qualities that best represent the values of ACA and which drew so many professionals into our organization: integrity, vision, sharing knowledge and the love of corrections with a deep commitment to service. He will be remembered, always.

Director Johnson hired me as the First Woman Corrections Officer to work in an all male facility (Ionia, Michigan). I will always be grateful to him for giving me this opportunity. It was wonderful to work with him in the Central Office at the BCF, too. Finally, I was honored when he came to hear me speak about “Youth Gangs” in Detroit, Michigan, and said he was proud of me. He was a great leader who was intelligent, kind and fair. Perry Johnson will be missed by many. My sympathy and prayers go to his family.

Director Johnson introduced women into Michigan corrections in a planned and thoughtful manner. I was among a group he mentored and promoted and was honored to be selected to be the first woman to head a prison for men in our state. Perry set high standards and was a wonderful role model. To his family, and especially Uyvonne, I offer my sympathy.

Perry was extraordinary, both as a leader and as a man. I would have voted for him for President, not because I would necessarily agree with him on every issue, but because of the fairness and integrity with which he approached every issue. He was always prepared to modify his views even on his most deeply held beliefs if new evidence required that. He was a true statesman, and we will not see his like again. As Stanton said of my favorite President, Abraham Lincoln, who was also born in a log cabin, Perry Johnson “now belongs to the ages.”

We just learned of Perry’s passing and I am sending thoughts and prayers to all of the Johnson family from the Richard and Lorayne Otto family. We are so sorry for your loss. He was a great neighbor and friend to my parents. My family lived next door when I was very young. My Dad just passed away at the beginning of the year. After reading all that Mr. Johnson accomplished in his life, I think Lansing lost two visionaries! With much love – Lorie Jo (Otto) Krebs

Perry was a great leader and role model. His professionalism, temperament, empathy and intellect were wonderful examples for everyone.

I was very grateful, as were other women and minorities, that he believed in and practiced inclusion in the Michigan Department of Corrections..

Perry will long be remembered.

[ met Warden Johnson once at SPSM. He was a very downn to earth person. We talked for a while and I sensed that it was. time for me to move on. He seemed to be a very down person. I truly believe that Warden Johnson is now in Heaven.
RIP PERRY JOHNSON.

I worked for Perry when I first joined the MDOC in 1973 until he left the post in the early 1980s. He was intelligent and compassionate. He was willing to give me opportunities to be creative and listened carefully to my ideas. He was ahead of his time in the treatment of prisoners. Michigan’s corrections department had a national reputation for being progressive because of Perry.

The MDOC Honor Guard is proud to be serving at Director Johnson’s memorial detail. He was an icon, a legend, a mentor and a pioneer in the field of corrections. Even the guestbook comments are from a who’s-who in corrections. I have known Perry and Uyvonne since I was a teen and they are simply good people who made a significant positive difference in the lives of others. Our thoughts are with their family, friends, and all who are saddened by Director Johnson’s passing.

Respectfully,

John C. Cordell, Commander – MDOC Honor Guard
