I was so very sorry to hear of Cezar’s passing. He was a wonderfully funny, good and kind man. I knew him from the Board of Water and Light. I really enjoyed working with him. My heart hurts for all your family.

Lois, Eric, Darius and Libiran family. I am deeply saddened for your loss. Cezar and I were childhood friends from our days together at St. Mary’s. I remember him as kind, generous and possessing a wonderful sense of humour. I always enjoyed the hours we spent together at his family’s home, they always made me feel most welcome.

To the Libiran Family,
I want to tell you how sorry I am about Cezar’s passing. Even though I had not seen him for many years I remember what a kind and thoughtful person he was even as a very young man. My heart goes out to your family. Sincerely, Lynn
